CRSG leads Alliance to focus on distressed properties throughout Florida.
The down economy has created a glut of unfinished residential and commercial developments throughout Florida. Many of these properties are in foreclosure and their owners are looking for a workout plan and assistance.

Team members have worked as top-level executives and managers in all areas of real estate including land planning; property development and management; property acquisition and disposition; real estate litigation and risk management; crisis management; real estate-focused media relations; sales and marketing; amenity development and finance; asset preservation and maintenance; and commercial real estate development. Together, the team brings more than a century of senior-level experience in the industry, which includes all aspects of distressed real property. Frank Surface, with over 30 years of legal and business experience in real estate finance and workouts, leads the team.


Frank Surface

J. Frank Surface is Chairman and Chief Executive Officer of Community Resource Systems, Inc., a major Florida property and facility management company, and Chief Executive Officer of Santa Rosa Island Company, a finance and servicing company. He has more than 30 years of experience in the legal and financial aspects of real estate workouts. He led a 50+ person legal team in negotiating asset swaps for banks and real estate investment trusts and complicated workouts with developers during the REIT and Savings & Loan meltdown. He was appointed receiver by the State of Florida for major troubled private mortgage brokerage companies during the 1990s and early 2000.

Mike Hyman

Mike Hyman is President of Community Resource Systems, Inc. With its five property management companies, CRS has oversight of more than 65,000 homes completed and to be built throughout Florida. As a former mayor of West Palm Beach, Hyman brings a wealth of community development experience. Prior to his stint as Mayor, he served as Director of Planning, Zoning and Community Development for the City of West Palm Beach where he was responsible for the creation, adoption and administration of the city's Master Plan. He had oversight for all zoning applications and the administration and implementation of Federal Government's Community Development Block Grant program. Hyman has a Master's Degree in Urban Planning and an undergraduate degree in Building Construction Technology. Mike is also President of Point Management, Inc. (PMI), which provides management services to recreational facilities throughout South Florida.

Warren Hughes

Warren Hughes is Chairman of Florida Community Property Management, which manages more than 10,000 units in Central and West Florida. He has been a real estate broker focusing on commercial and residential properties since 1971. He has owned and managed six real estate companies on the West Coast of Florida and handled the seizing; security; maintenance and sale of properties for the United States Marshall Office in Tampa. He has co-owned and managed several construction management companies in Florida, a full-service marina and a private golf resort.

Patrick Whalen

As President of Community Resource Management, Patrick Whalen is responsible for overseeing the development and management of the company's assets in Central and East Florida, which includes more than 33,000 homes under management contracts and 23 lifestyle clubs. He also manages Community Resource Media, Community Resource Hospitality Management, Community Resource Financial Services, and Commercial Real Estate Management. Prior to joining the company, Whalen served as a principal of a leading hospitality management company, managing some of the premier lifestyle resorts, destination community associations and multi-family communities in the Southeast. He also worked for an equity partnership which established a limited partnership to manage and liquidate real estate assets which it inherited from insolvent savings and loans and mortgage lender.

Sean Foley

Sean Foley is President of Florida Community Property Management, (FCPM), a Community Resource Systems Group company serving West Florida. FCPM offers traditional community and facility management services. Foley has held various high-level positions with prominent management firms in the Chicago area. His specialties include developer services, quality control and process improvement. He also served as a consultant to many developers in the tri-state area in the construction of Planned Unit Developments and has assisted the banking industry with distressed or foreclosed properties.

Ginger Anzalone

Ginger Anzalone is President of Kings Point Management, LLC (KPM),a diverse management company providing full-service amenities management of multiple facilities on 45 acres in a community of 5200+ homes in West Florida. Ginger provides consultation and direction for operational efficiencies, practicality and feasibility programming and maintenance, personnel management and budgetary supervision. She has over 12 years as an active adult program specialist involving contracted entertainment, food and beverage operations, spa and fitness operations cyberspace and concierge services as well as extensive outside recreational areas with multiple pools, tennis courts, lawn bowling, pickle ball, etc. Her responsibilities for recreational facilities, community transportation and security services include budget creation and long range planning, personnel selection and development, insuring customer satisfaction and quality of service offerings as well as growth of revenue generation areas and assessing evolutionary changes in customer demographics. She also has extensive experience in large Clubhouse development and program design and implementation.

Dan Armstrong

Dan Armstrong oversees the accounting functions of CRSG. His broad experience as Vice President of Accounting for Community Resource Systems, Inc. and its affiliates includes accounting and reporting for special-purpose entities that provide turnkey financing to homeowners associations and related facilities. In 1993 Armstrong started as a Florida Certified Public Accountant at the then "Big Six" firm Deloitte & Touche, specializing in the audit of public companies and real estate clients. He next worked as head of the internal audit department for Koger Equity, a NYSE-traded REIT, where his duties included commercial projects acquisition; due diligence and the subsequent accounting system transition; and establishment of accurate recording mechanisms in often distressed business environments.
